In November 1998, the representative of the European Communities indicated that the Polish notification requirements for sanitary certification of imports of milk and milk products (G/SPS/N/POL/14 refers) resulted in unjustified distortions of trade, since it required the application of heat treatment to products which were basically produced with raw milk. The European Communities felt that there were equivalent procedures ensuring that the level of protection requested by Poland was met by a different method. Moreover, the measure was not based on international standards. He invited Poland to engage in bilateral discussions to seek a better understanding of the reasons and condition of application of such measures.

The representative of Poland indicated that the EC request would be considered by the Polish authorities immediately upon reception of the official request.
