In March 1999, the European Communities indicated that delays in the publication of a final rule on the importation of rhododendrons were resulting in de facto restrictions on EC exports. The representative of the European Communities asked for information on the status of the pest risk analysis and of the final rule. The United States replied that the final rule for the importation of rhododendrons in growing medium from the EC had been completed pending final review, and would be published within one month after the meeting. The European Communities requested an update on the status of the rule in November 1999, and the United States answered that it would be published in the near future. In March 2000, the United States informed the Committee that the final rule had been published on 30 December 1999, allowing the importation of rhododendrons under conditions designed to prevent the introduction of pests.
