Extracts from SPS Committee meeting summary reports
Switzerland reported that following the outbreak of BSE in Switzerland, the United States had banned imports of meat and meat products from Switzerland (G/SPS/GEN/321). The ban applied also to meat products processed in Switzerland with meat imported from countries free of BSE, such as Argentina or Brazil. Switzerland had a low incidence of BSE in terms of the OIE International Animal Health Code and the US measure did not follow the international standards. Moreover, the US double inspection procedure was in violation of the SPS Agreement. Bilateral consultations had clarified some of the questions raised by Switzerland, and would hopefully soon lead to a resumption of trade in meat and meat products. The European Communities requested to be informed of the outcome of the discussions between Switzerland and the United States.
The United States noted that there was a further complication pertaining to the FMD status of certain countries providing meat to Switzerland for processing and subsequent export to the United States.
