6. Description of content

South Africa developed an electronic system for export certification (eCertification). The issuance of ePhytos started on 1 November 2019. The eCertification system further required introduction of new template of the paper based phytosanitary certificate.


Trading partners that have ability to receive ePhytos that South Africa will be delivering, may receive them via the IPPC hub in an XML format or direct (where bilaterally agreed).


This is phase 1 of the migration to the new phytosanitary certificate template and ePhyto, which started with grapes in November 2019 and will be followed by Citrus in March 2020 and the rest of plant commodities in April 2020. Members are advised to take note that currently there are two phytosanitary certificate templates in circulation until end of March 2020.


The following are features for the new phytosanitary certificate template for South Africa:


1. The paper format has additional security features embedded in the document that can be viewed under ultra violet light;
2. The paper format has two numbers:
- one at the top right-hand corner: a barcode which is the document number;
- a second barcode and QR code as an added security feature. The phytosanitary certificate number appears between the QR and the barcode. This is the number to be used on any communication in relation to issued phytosanitary certificate. The new phytosanitary certificate number starts with "NPPO-ZA/yyyy/mm/number";
3. The ephyto will only contain the new phytosanitary certificate number.
L'Afrique du Sud a élaboré un système électronique pour la certification à l'exportation (eCertification). La délivrance des certificats ePhytos a débuté le 1er novembre 2019. Le système de certification prévoyait également l'introduction d'un nouveau modèle du certificat phytosanitaire sur papier.
Les partenaires commerciaux qui peuvent recevoir des certificats ePhytos délivrés par l'Afrique du Sud pourront les recevoir via la plate-forme de la CIPV au format XML ou directement (lorsque cela a été convenu de manière bilatérale).
Il s'agit de la phase 1 de la migration du nouveau modèle de certificat phytosanitaire et de certificat ePhyto, qui a débuté avec les raisins en novembre 2019 et qui se poursuivra avec les agrumes en mars 2020 puis avec le reste des produits végétaux en avril 2020. Les membres sont priés de noter que, jusqu'à la fin du mois de mars 2020, deux modèles de certificat phytosanitaire seront en circulation.
Les modalités du nouveau modèle de certificat phytosanitaire pour l'Afrique du Sud sont présentées ci-dessous:
1. Le certificat phytosanitaire sur papier comporte des dispositifs de sécurité supplémentaires intégrés au document et visibles à la lumière ultraviolette;
2. Le certificat sur papier comporte deux numéros:
- un numéro dans le coin supérieur droit: un code à barres qui est le numéro de document;
- un second code à barres et un code QR comme dispositifs de sécurité supplémentaires. Le numéro du certificat phytosanitaire apparaît entre le code QR et le code à barres. Il s'agit du numéro qui devra être utilisé pour toutes les communications concernant le certificat phytosanitaire délivré. Le nouveau numéro de certificat phytosanitaire se présente comme suit: "NPPO-ZA/aaaa/mm/numéro";
3. Le certificat ePhyto contiendra uniquement le nouveau numéro de certificat phytosanitaire.
Sudáfrica ha creado un sistema electrónico para la certificación de las exportaciones (certificación electrónica). La expedición de la certificación fitosanitaria electrónica (ePhyto) empezó el 1° de noviembre de 2019. Es necesario introducir en el sistema de certificación electrónica un nuevo modelo del certificado fitosanitario en papel.
Los interlocutores comerciales que puedan recibir la certificación fitosanitaria electrónica que expedirá Sudáfrica la harán por medio de la plataforma de la CIPF en formato XML o directamente (cuando así se haya acordado de manera bilateral).
Esta es la primera fase del paso al nuevo modelo de certificado fitosanitario y ePhyto, que se utilizó primero para las uvas (noviembre de 2019) y se aplicará a los cítricos en marzo de 2020 y al resto de productos vegetales en abril de 2020. Se recomienda a los Miembros que tomen nota de la circulación, hasta finales de marzo de 2020, de dos modelos de certificado fitosanitario.
Características del nuevo modelo de certificado fitosanitario para Sudáfrica:
1. La versión en papel incluye nuevos elementos de seguridad, visibles con luz ultravioleta.
2. La versión en papel tiene dos números:
- uno en la esquina superior derecha, un código de barras que corresponde al número del documento;
- un segundo código de barras y un código QR (nuevo elemento de seguridad). El número del certificado fitosanitario aparece entre el código QR y el código de barras. Este es el número que se debe utilizar para cualquier comunicación sobre el certificado fitosanitario expedido. El nuevo número del certificado fitosanitario empieza por NPPO-ZA/aaaa/mm/número;
3. ePhyto solamente incluye en nuevo número del certificado fitosanitario.
