Department of Agriculture Memorandum Order No. 28 Supplementary Provisions to DA Department Circular No. 4 Series of 2016 entitled "Guidelines on the Importation of Plants, Planting Materials and Plant Products for Commercial Purposes" (Arrêté n° 28 du Ministère de l'agriculture apportant des dispositions additionnelles à la Circulaire n° 4 du Ministère de l'agriculture, série 2016, intitulée "Lignes directrices applicables à l'importation de végétaux, de plants et de produits végétaux à des fins commerciales")
Orden N° 28 del Departamento de Agricultura, Disposiciones suplementarias a la Circular N° 4 del Departamento de Agricultura (DA), serie de 2016, Directrices para la importación de vegetales, material para plantación y productos vegetales para fines comerciales.
The Order implements revised requirements for registration and renewal of importers of plants, planting materials and plant products and validity period of Sanitary and Phytosanitary Import Clearance (SPSIC) for rice.  Pursuant to the pertinent provisions of Republic Act No. 11203 and in consonance with Section 4 of the Guidelines on Importation, the actual product/consignment must be shipped out from the country of origin within the prescribed date in the approved SPSIC and must arrive not later than sixty (60) days from the Must Ship Out date.
L'arrêté notifié prévoit la mise en œuvre d'exigences révisées en ce qui concerne l'enregistrement des importateurs de végétaux, de plants et de produits végétaux et le renouvellement des enregistrements, ainsi que la période de validité des certificats sanitaires et phytosanitaires de dédouanement des importations (SPSIC) pour le riz. Conformément aux dispositions pertinentes de la Loi de la République n° 11203 et à la section 4 des Lignes directrices applicables aux importations, le produit/lot concerné doit être expédié de son pays d'origine avant la date indiquée sur le SPSIC approuvé et doit arriver au plus tard soixante (60) jours après la date limite d'expédition.

La Orden notificada revisa las prescripciones para el registro y la renovación de los importadores de vegetales, material para plantación y productos vegetales, y el período de validez de las licencias sanitarias y fitosanitarias para la importación (SPSIC) de arroz. En virtud de las disposiciones pertinentes de la Ley de la República Nº 11203, y de conformidad con la sección 4 de las directrices sobre la importación, el producto o lote en cuestión debe ser enviado desde el país de origen a más tardar en la fecha establecida en la SPSIC aprobada y debe llegar a más tardar sesenta (60) días después de la fecha límite de envío.
