6. Description of content

The Order, signed on 23 March 2021, institutes the following emergency measures for the importation of domestic and wild birds and their products from Denmark:
1) Moratorium on any application of Denmark as an accredited importer of domestic and wild birds and their products, including poultry meat, day-old chicks, eggs, and semen;
2) Ban on the importation of the above-stated commodities; and
3) Stoppage and confiscation of all shipments of the above-stated commodities into the country by all DA Veterinary Quarantine Officers/Inpectors at all major ports.
L'arrêté notifié, signé le 23 mars 2021, établit les mesures d'urgences suivantes concernant l'importation d'oiseaux domestiques ou sauvages et de leurs produits en provenance du Danemark:
1) moratoire sur toute demande du Danemark en tant qu'importateur accrédité d'oiseaux domestiques et sauvages et de leurs produits, y compris la viande de volaille, les oisillons d'un jour, les œufs et le sperme;
2) interdiction de l'importation des marchandises susmentionnées; et
3) blocage et saisie, par les agents des services de quarantaine vétérinaire/inspecteurs relevant du Ministère de l'agriculture dans tous les principaux ports, de toutes les expéditions des marchandises susmentionnées arrivant dans le pays.
La Orden notificada, firmada el 23 de marzo de 2021, establece las siguientes medidas de urgencia con respecto a la importación de aves domésticas y salvajes, y sus productos, provenientes de Dinamarca:
1) moratoria sobre todas las solicitudes de Dinamarca como importador habilitado de aves domésticas y salvajes, y sus productos, incluidos la carne de aves de corral, las aves de un día, los huevos y el semen;
2) prohibición de la importación de los productos mencionados; e
3) interceptación y confiscación por los funcionarios/inspectores de Cuarentena Veterinaria del Departamento de Agricultura, en todos los puertos principales, de todos los envíos de los productos mencionados que lleguen al país.

8. Nature of urgent problem

Based on the official report submitted by Dr. Hanne Larsen, Chief Veterinary Officer, Danish Veterinary and Food Administration, Ministry of Environment and Food, Glostrup, Denmark to the European Commission dated 4 March 2021, there was an additional outbreak of H5N8 Highly Pathogenic Avian Influenza (HPAI) virus in the municipality of Bornholm, Denmark affecting laying hens as confirmed by the Statens Serum Institut (National laboratory) and there is a need to prevent the entry of the HPAI virus to protect the health of the local poultry population.
Aux termes du rapport officiel soumis à la Commission européenne le 4 mars 2021 par Mme Hanne Larsen, vétérinaire en chef de l'Administration danoise pour les questions vétérinaires et alimentaires relevant du Ministère de l'environnement et de l'alimentation, Glostrup (Danemark), de nouveaux foyers du virus de l'influenza aviaire hautement pathogène (IAHP) de sérotype H5N8 affectant les poules pondeuses sont apparus dans la municipalité de Bornholm (Danemark), comme cela été confirmé par le Statens Serum Institut (laboratoire national), d'où la nécessité de prévenir l'entrée de ce virus afin de protéger ainsi la santé de la population avicole locale.
Según el informe oficial presentado el 4 de marzo de 2021 a la Comisión Europea por la Dra. Hanne Larsen, Jefa del Servicio Veterinario de la Administración de Veterinaria y Alimentación del Ministerio de Medio Ambiente y Alimentación de Dinamarca (Glostrup, Dinamarca), se ha detectado un nuevo brote del virus de la gripe aviar de alta patogenicidad del subtipo H5N8 en el municipio de Bornholm (Dinamarca) que afecta a las gallinas ponedoras, confirmado por el Statens Serum Institut (laboratorio nacional), y es necesario impedir la entrada del virus de la gripe aviar de alta patogenicidad para proteger la sanidad de la población avícola local.
